Source: archive.org: Shiva Purana - English TranslationSāgaravaca (सागरवच) refers to the “words of the ocean”, according to the Śivapurāṇa 2.3.20 (“The story of the submarine fire”).—Accordingly, after the Ocean spoke to Brahmā: “On hearing the words of the ocean [i.e., sāgaravaca] I remembered Śiva. I spoke with love in order to benefit the world:—[...]”.
